Android Development Requirements

1) Complete a milestone scope for release of the v2 Android application

To Do: define the remaining tasks to address to reach a milestone scope that can be tested and released.

2) Complete the full scope of work defined by UX for the messaging features

This has a dependency on the UX being complete, which we expect before the end of August.
